Role Overview

An established international security provider is seeking an experienced and highly professional Project Security Manager to lead the delivery of a diplomatic security support contract in Libya.

This is a senior operational management role suited to a disciplined, mature, and proven security professional with significant experience managing armed or static security teams, close protection support, secure compounds, client-facing operations, and hostile-environment security procedures.

The successful candidate will be responsible for the day-to-day management, operational performance, discipline, compliance, reporting, and quality assurance of the assigned security project. The role requires strong leadership, sound judgement, diplomatic professionalism, and the ability to operate confidently within a structured international environment.

Specific project and client details will be discussed only with shortlisted candidates during the interview and onboarding process.

Location

The role will be based in Libya within a secure diplomatic support environment. Movement, accommodation, operational access, and project details will be managed in accordance with company and client procedures.

Rotation and Working Schedule

  • Rotation schedule to be confirmed during the interview process.
  • Deployment cycles remain subject to operational requirements.
  • Availability required for operational escalation, incident response, and client support while deployed.
  • Flexibility required due to the nature of diplomatic security operations in a hostile environment.

Reporting Line

The Project Security Manager will report to senior company management and will act as the primary on-ground management representative for the assigned project.

The role will also maintain regular operational communication with authorised client representatives, internal operations management, team leaders, supervisors, logistics, HR, compliance, and support personnel.

Key Responsibilities

Contract and Project Management

  • Manage the daily delivery of all security services under the assigned project.
  • Act as the primary operational point of contact between the company and the client.
  • Ensure contract requirements, service levels, staffing levels, and performance standards are consistently met.
  • Maintain professional client communication and resolve operational issues quickly and appropriately.
  • Ensure all project personnel understand their duties, responsibilities, reporting lines, and operational limitations.
  • Support mobilisation, demobilisation, rotation planning, and handover procedures.
  • Maintain accurate records for attendance, manning, incidents, training, equipment, welfare, and compliance.

Security Operations Management

  • Oversee static guarding, access control, control room coordination, and compound security procedures.
  • Maintain perimeter integrity, visitor management, access procedures, and emergency escalation arrangements.
  • Coordinate with team leaders, supervisors, and operational support staff to ensure effective daily delivery.
  • Monitor the local security situation and advise management of developments that may affect the project.
  • Ensure all personnel operate in accordance with SOPs, Rules for the Use of Force, local law, client procedures, and company policies.

Leadership and Team Management

  • Manage team leaders, supervisors, static security contractors, drivers, and support personnel.
  • Maintain discipline, standards, morale, and professional conduct across the deployed team.
  • Conduct briefings, debriefings, inspections, welfare checks, and performance reviews.
  • Identify training gaps and ensure corrective action is implemented.
  • Manage poor performance, misconduct, or non-compliance in accordance with company procedures.
  • Ensure personnel remain presentable, alert, punctual, and operationally fit throughout deployment.
  • Support a respectful, professional, multicultural working environment.

SOPs, Compliance and Quality Assurance

  • Implement, maintain, and review project-specific SOPs.
  • Conduct routine quality assurance checks, site inspections, and operational reviews.
  • Ensure records are complete, accurate, and inspection-ready.
  • Support internal audits, client reviews, corrective actions, and continuous improvement.
  • Maintain compliance with applicable company standards, local regulations, human rights principles, and recognised private security management standards.
  • Ensure use-of-force, incident, access control, and emergency procedures are clearly understood by project personnel.

Risk, Threat and Incident Management

  • Monitor local security developments and identify threats that may affect the client, personnel, facilities, or movements.
  • Conduct security risk assessments and vulnerability reviews where required.
  • Maintain emergency, evacuation, medical, fire, and contingency plans.
  • Coordinate the initial response to incidents, alarms, medical events, access breaches, civil unrest, indirect threats, or other emergencies.
  • Prepare accurate incident reports, situation reports, and post-incident reviews.
  • Escalate critical information through the correct channels without delay.
  • Capture lessons learned and update procedures where required.

Logistics, Equipment and Welfare Oversight

  • Ensure personnel have the required equipment, uniform, PPE, communications, and documentation.
  • Monitor accommodation, meals, transport, welfare, and life-support arrangements.
  • Report equipment faults, shortages, maintenance requirements, and operational deficiencies.
  • Ensure weapons, radios, vehicles, access systems, CCTV, alarms, and other equipment are controlled and used in accordance with procedures where applicable.
  • Support a safe and sustainable working environment for deployed personnel.

Mandatory Requirements

Experience

  • Minimum 10 years’ verifiable experience in military, police, government, diplomatic security, or regulated commercial security operations.
  • Minimum 5 years’ proven experience in a senior supervisory or management role, such as Project Manager, Operations Manager, Security Manager, or equivalent, with direct responsibility for personnel, assets, and operational delivery.
  • Demonstrated experience managing security operations in hostile, high-risk, or austere environments, with documented operational outcomes.
  • Proven experience supporting diplomatic missions, government entities, international organisations, or similarly high-profile clients under formal contractual frameworks.
  • Comprehensive operational knowledge of static guarding, access control systems, control room operations, emergency response procedures, and secure compound management.
  • Demonstrated experience in producing formal reports, risk assessments, incident documentation, and operational briefings to a professional and auditable standard.
  • Experience operating within structured compliance frameworks and adhering to recognised international standards, such as ISO 18788, ISO 9001, and ICoCA principles.

Qualifications

  • Recognised and accredited qualification in close protection, security management, military, or police training from a reputable institution or government body.
  • Valid and current medical qualification, minimum FREC 3 or internationally recognised equivalent (mandatory).
  • Valid Hostile Environment Awareness Training (HEAT) or equivalent certification from an accredited provider (mandatory).
  • Valid driving licence with demonstrable operational driving experience in challenging environments.
  • Formal qualification in project management, risk management, or security management, such as PRINCE2, PMP, or equivalent, strongly preferred.
  • Demonstrated weapons competency and certification where applicable, in accordance with legal and operational requirements.
  • All qualifications must be verifiable, current, and issued by recognised and accredited training providers or authorities.

  • Previous Libya deployment experience.

  • Experience managing EU, UK, or international security personnel.
  • Experience working under ISO 18788, ISO 9001, ICoCA, or similar security/compliance frameworks.
  • Experience managing armed security teams.
  • Experience coordinating with local authorities, security stakeholders, or international organisations.
  • Previous responsibility for contract mobilisation, quality assurance, training, or operational audits.
